New Delhi: The Ministry of Panchayati Raj
has urged the Planning Commission to integrate its action plan
prepared for the `most extremist affected districts` (MEADs)
with holistic participatory district plans under the backward
region grant fund platform.
In a letter addressed to the Planning Commission, the
ministry has opined that such process alone would ensure
synergistic convergence of the plethora of Central and state
Schemes, pooling of diverse resources, ownership of the people
and achievement of the desired outcomes.
"The Ministry understands since these action plans are
expected to cover all major sectors and affected districts and
hold the potential to develop into integrated district plans,
it is high time to reconsider the present approach of top down
stand-alone plans, that perpetuate disconnect of people from
schemes intended for their own," an official release said.
