New Delhi: Prime Minister Narendra Modi addressed Parliament for the first time on Wednesday and said that a country`s government should be for the poor.
“If we don`t run the government for the benefit of the poor people then the citizens of the country will not forgive us,” Modi said in reply to the motion of thanks on President`s address to the joint session of Parliament.
“We will empower the poor to enable them to fight poverty,” he said.
The Prime Minister said that education is the biggest tool to fight poverty.
India is a country of villages but have we really changed the lives of farmers or people in villages, Modi asked.
“But have we really managed to change the lives of the farmers or people living in villages?” he said.
He added that if villages are developed by providing continuous power supply, education and industries then no one will migrate.
The PM further said that it is high time the latest technologies are implemented in the agriculture sector. He lamented the fact that no research has taken place on pulses for the past several years.
Talking about the safety of women in the country, he said that everyone should respect them and that their safety should be everyone`s priority.
He further called on political leaders to stop the psychological analysis of rape incidents, saying enough has been said and that it`s equivalent to playing with the dignity of the women.
Referring to rising prices of commodities, Modi said that the government will make all efforts to bring down inflation.
“We will make sure that no poor person in the country sleeps hungry,” he said.
Modi termed China as a nation which is growing older and called India a “young nation” as it has majority of population below 35 years of age. He added that Indians need to recognise this power.
With several scams taking place in the country, Modi said that now there is a need to change the image of India from `Scam India` to `Skill India.`
The Prime Minister said that there is a need to focus on development of skills for the youth and mere educational degrees will not suffice.
“When I was young, a Muslim man used to repair my bicycle and now his son is doing the same job. It is a striking example that it is the need of the hour to focus on skill development,” he said.
Citing the example of Father of the Nation Mahatma Gandhi, Modi said that people need to learn from his teachings and consider working for the development of the nation like doing service for their country.
“Working for development for the nation should turn into a mass movement,” he said.
Referring to the debate on the Gujarat development model, Modi said that he considers the criticism as guidance and not criticism.
“I have heard that the Tamil Nadu model is better. Such debate should take place in a democracy and competition on models will lead to a healthy competition,” he said.
He added that irrespective of the party being in power, one must learn the positives from every model.
During his maiden Lok Sabha speech, the PM said that President Pranab Mukherjee`s address to the nation was not merely a tradition and he will leave no stone unturned to fulfil the promises made by him despite doubts being cast over it.
In the beginning of the speech, he also asked people for forgiveness in case he makes any mistake and said that after being elected the MPs are "the messengers of the people`s hopes."
Modi also spoke about the Himachal Pradesh mishap which claimed the lives of several students, the techie murder in Pune and the rising crime incidents in UP and termed all of them as “sad”. He stressed that the administration needs to be strengthened to prevent such incidents.
He also spoke of plans to develop north-east into “organic states.”
Citing the example of Sikkim, he said that if the whole state becomes organic, then it will change the lives of the people for the better.
Meanwhile, the Lok Sabha adopted by a voice vote the motion of thanks on the President`s address after Modi replied to the debate on the address.
While speaking in Rajya Sabha later, Modi said that the period of gloom in the nation is about to end and one needs to learn from both victory and losses.
He added that bad governance in a country is like diabetes.
Modi said that casteism and regionalism have severely affected the nation and added that the model of co-operation needs to be imbibed for the growth of the nation.
“Due to these reasons, we are talking of `ek Bharat, shreshta Bharat`,” he said.
The PM said that just as the model of development of one state cannot be imposed on the other, similarly, views of the Central government cannot be imposed on the states.
He said that if any MP has any criminal case registered against him, then it should be tried in the court of law. If found guilty, then that MP should be given strict punishment as per law.
He added that an appeal will be made to the Supreme Court to give verdict in cases in a span of one year.
