New Delhi: No inquiry was ever ordered by
the office of NSA to probe graft allegations made by a former
RAW official against the spy agency in his book, National
Security Advisor Shiv Shanker Menon has informed Chief
Information Commissioner Wajahat Habibullah.
The case relates to former RAW official Maj Gen (Retd) V
K Singh who sought from Cabinet Secretariat the details of an
'apparent' inquiry, as reported by some media houses, into the
allegations of corruption levelled by him on the working of
the agency in his book 'India's External Intelligence: Secrets
of Research and Analysis Wing.'
The Cabinet Secretariat refused to share any information
saying that organisation was exempted from disclosure under
the RTI Act prompting Singh to complain before the Central
Information Commission saying as the matter pertains to
serious allegations of corruption, it cannot be withheld.
"An investigation had been ordered in January 2008 by the
National Security Adviser, into the allegations of corruption
mentioned in the book. According to media reports, G B S
Sidhu, a former special secretary of RAW, carried out the
investigation," Singh said in his plea before the Commission.
"We have been informed by present NSA Shri Menon by
e-mail of February 21 that there is 'no record of NSA ordering
an enquiry on allegations in the book'," Habibullah said in
his order dismissing the complaint.
