'On Rs 32 a day, only dogs can live'

New Delhi: Making light of the Planning Commission's controversial affidavit in the Supreme Court on BPL yardstick, National Advisory Council (NAC) member NC Saxena on Sunday said no human can survive on Rs 32 a day.

"On Rs 32 a day you know only dogs and animals can live," he said as the Commission is likely to revisit its affidavit following widespread criticism.

The government has indicated that the Commission could change its affidavit, which had held that people consuming more than Rs 25 in rural areas and Rs 32 in urban areas do not come under BPL category.

Several other members of Congress president Sonia Gandhi-headed NAC had rejected the new poverty line cap as "atrocious".

In a country where 80 percent of the population is poor, Saxena said, the government should give benefits to them but totally disagreed with the Rs 32 concept to determine the Below Poverty Line (BPL) list.

"People who are spending below Rs 32 (a day)...they are poorest of the poor. You can call them destitute, you can call them people living in sub-human level," Saxena said.

Favouring BPL benefit for the people who are poor, Saxena added the government must revisit the definition of poverty line.

In an open letter to Ahluwalia, two prominent social activists and NAC members Aruna Roy and Harsh Mander had questioned the affidavit.

There are also reports that Congress general secretary Rahul Gandhi has advised Planning Commission Deputy Chairman Montek Singh Ahluwalia to modify the affidavit.

Former Union Minister and noted economist YK Alagh said the poverty line was developed in 1977 and it has no relevance in the present times.

"...(then) our emphasis was only feeding people. Now our aspirations are much higher so I have been a critic of the Tendulkar Committee based exercise (to determine number of poor)," he said.

The Committee had given a methodology to define poverty based on spending on health and education, besides traditional parameter of calorie intake.

Poor are poor because they are ignorant and provided fish which hardly reach them instead of fishing net. India gets infinite free solar energy about 5 kWh of Rs 33 at Rs 6.50 per kWh per square meter per day capable of giving Rs 100 per day earnings and infinite free rain water about one crore liters per hectare per year . Open spaces and roof in our living spaces provide us infinite space to grow vegetables free of cost as 100 vegetable twines can give enough food to a poor. When energy, water and food available right at consumption point we are ourselves responsible for any poverty and inflation which are aided by governments by providing careless, mismanaged, populist, corruption promoting and poverty perpetuating food, water and energy subsidy. Come on common man specially BPL people kill poverty in a day by using free energy, free water , free food, free time, free air waves and many other free things available.

We need to redefine poverty line based on the survival and developmental needs of the people, which means issues like nutrition, health, education, housing can be taken care of, by the money we allocate. More importantly, we need to ensure that whatever benefits we plan, get delivered.

Per Day who earn Rs.500/-can declare APL and who earn less than Rs.500/-per day can declare BPL. But in our Opinion, Why we require APL Indians and BPL Indians? Why not make India a Developed Country and let all Indians earn a decent living above Rs.500/-per day? Why not bring Black Money to India and use for the Development of India and Indians? Why not Pass the Jan Lokpal Bill in the coming Parliament Assembly Session?

It’s strange that too much is talked about the proposal by the planning Commission. For simple reason that it is in its proposal stage, they have gone for the basic minimum and it is up to the Govt to raise it to the desired level. If the country can afford - it can even be fixed at Rs 50 or 75 or 100 per day. They will decide once the bill is introduced in the parliament. The whole idea is good and it is to reach out to the poorest of the poor and alleviate their plight and remove poverty from our soil. Hope all political parties support the move and do the needful with utmost urgency.
