One in three Indians `utterly corrupt`: Ex-CVC New Delhi: Almost one-third of Indians are "utterly corrupt" and half are "borderline", the outgoing head of the country's corruption watchdog has said, blaming increased wealth for much of the problem.

Pratyush Sinha, who retired as India's Central Vigilance Commissioner this week, said the worst part of his "thankless job" was observing how corruption had increased as people became more materialistic.

"When we were growing up I remember if somebody was corrupt, they were generally looked down upon," he said. "There was at least some social stigma attached to it. That is gone. So there is greater social acceptance."

Transparency International, the global anti-graft body, puts India 84th on its corruption perception index with a 3.4-point rating, out of a best possible score of 10.

New Zealand ranks first with 9.4 points and Somalia last on 1.1 points.

The campaign group has said that each year millions of poor Indian families have to bribe officials for access to basic public services.

Sinha told a newspaper that 20 per cent of Indians were "honest, regardless of the temptations, because this is how they are. They have a conscience.

"There would be around 30 per cent who would be utterly corrupt. But the rest are the people who are on the borderline," he said, adding that corruption was "palpable".

Sinha said that in modern India "if somebody has a lot of money, he is respectable. Nobody questions by what means he has got the money."

Recent corruption scandals in India have focused on construction projects for the Commonwealth Games that open in New Delhi next month, and alleged tax evasion in the lucrative Indian Premier League ( IPL) cricket tournament.

India is also regarded as a hotbed of illegal betting syndicates, with gamblers and bookmakers involved in "spot-fixing" -- the gambling that has engulfed the current Pakistani cricket tour of England.

Prime Minister Manmohan Singh has often spoken out against the damaging effect that bribes, extortion and fraud have on all levels of life, and warned that the problem threatens India's future economic prospects.

people with more money are more corrupted.for instance, professionals who are supposed to be saving lives are taking bribes from companies,clinics,etc.they are even taking salaries from the government for their public sector services,when they are actually making tax free money from private clinics during their official duty hours.if educated people have this attitude ,how can we blame the people living below the poverty line or in lower rank jobs or illeterate and question about their morality? dowries still exist and it involves people from individuals from high-earning professionals.its a shame!!!!

this is true that we have to bribe the clerks (babus) even for basic public services. i was affraid to go to public offices including the office of universities in india.... because people behave rudely just to make things difficult for you so that you offer money to them.

manmohan singh and sonia gandhi are responsible for all the ills of the country. if they cannot do anything despite being most powerful in the country, who else will do? the fact is that they too are a party to it. they tolerate and join hands with the corrupt like kalmadi, laloo, soren, mulayam, maya, etc. rajiv gandhi was called a `thief` during the bofors deal exposure and no one connected with it has yet been exonerated. when corruption is so much pervasive at the top levels, the lower mortals are bound to follow suit. corruption is everywhere - in the utive, legislature, judiciary, army, bureaucracy, etc. few do their duty honestly. it is a sad legacy of gandhi-nehru and company.

i can stop curuption within 1/2 years , if i am paid for job and co operation from dedicated leaders and govt has to pay after achievment of result .
amount i get will be spend for removal of poverty .

this can be checked by rti act. 2007 which a effective tool,
again i feel personally that corrupt offcials should be sentenced to death and otherwise

their hands should be chopped off especially when they are heading the public office and same should be done for corrupt officials.

since you cannot make 120 crore people suffer for 50000 govt. officials and politicians.

one thing which i feel is that this punishment is inhuman, but 120 crore people cannot made to live a miserable life .

corruption cannot be stopped as it is inevitable but it can be curbed
as officials should not ask for bribe while fulfilling their duties,
but they should ask for it when they are bound to override their powers for personal benefit of individuals

delay breeds corruption , as even in the present scenario the paper work in files are a lot and it takes time for the file to clear . as this is that major reason that breeds corruption . in democracy the people mandate is the final decision and the indian politicians are trying to convert politics as a money minting industry . the corruption has engulfed the nation , as if the government desires to end corruption , the same will be curbed within no time . inspite of handsome pay salaries why there is corruption is yet not known . who is responsible for this corruption , not only politicians alone , we are also responsible , as we should be sincere towards our mother land and nationality . it is the appropriate time for our politicians to intervene in curbing corruption that has engulfed the nation .
