PM reviews nuclear command structure with Antony

New Delhi: Prime Minister Manmohan Singh on Wednesday held discussion with Defence Minister A K Antony to review the security situation and preparedness of the nuclear command structure in the country.

During the meeting, the Prime Minister is understood to have been briefed about the overall security measures and the readiness of the defence forces and the preparedness of the nuclear forces, sources said here.

Recently, the Defence Minister had also held a security review meeting with the three Services Chiefs and senior Ministry officials.

During the meeting, the Ministry had approved the 15-year Long Term Integrated Perspective Planning (LTIPP) and the 12th Defence Plan which would project requirements of the armed forces to be met through indigenisation and robust involvement of private sector.

The Minister had also reviewed the overall training and operational activities of the armed forces in the light of the present security situation in the country and the immediate neighbourhood.

Nuclear Command At least for the first time as I know that nuclear command structure has been reported as discussed between the PM , the Defence Minister and the three Service Chiefs in attendance.  In any nuclear command structure the Unity of Command and the direct overall control by the PM/Supreme commander is absolutely essential . I remember in one of the Indo -US MEETINGS  in which Mr. K Subrahmaniam also participated along with Dr. Raja Rammana, a glimpse of the nuclear command structure was given at NIAS. The Americans learnt the harde way as to what can happen if the Commander on the spot is given the discretion to launch a nuclear weapon. Hence all nuclear submarines with nuclear weapons on board in the US is under the direct command of the President of the United States. In a parliamentary democracy it has evolved with the PM as the ultimate decision maker . What India has to evolve the CDS PORTIFOLIO if real transformation has to occur. The political system as well as the individual biases of Defence organization may be able to delay the same for sometime but it will be miopici to hedge over it for long.
