Publish names of rejected electoral roll applicants: CIC to EC

The Central Information Commission has recommended to the Delhi State Election Commission to put up on its web site the names of people whose applications for inclusion in electoral roll have been rejected.

New Delhi: The Central Information Commission
has recommended to the Delhi State Election Commission to put
up on its web site the names of people whose applications for
inclusion in electoral roll have been rejected.
"The Commission recommends that the Election Commission
consider putting up details of persons whose applications for
registration in electoral roll are rejected giving the reasons
of rejection on the website of as part of its obligation under
Section-4 of the RTI Act," Information Commissioner Shailesh
Gandhi said in his order.

Section four of the RTI Act asks the public authorities
to make proactive disclosures about the working of the
organisation in public domain.

The case relates to RTI applicant Dinesh Kaushik who had
sought to know details of people whose application for
inclusion in electoral list was rejected by the Commission.

"It is not open to the appellant to ask the public
authorities about the nature and quality of their actions,"
the Commission had replied.
Rejecting the contention of the Commission, Gandhi
directed the officials to to give the list of applications
rejected for the year, until June 30 2010.
