SC/ST job promotions quota bill introduced in RS Zeenews Bureau

New Delhi: Amid pandemonium, the government tabled a Bill providing for reservation to SCs and STs in promotions in government jobs in the Rajya Sabha on Wednesday.

The bill was introduced in Parliament after the Union Cabinet approved a proposal to amend Article 16(4) of the Constitution to remove the term "inadequate representation" to justify reservation in promotion and appointments.

The Constitution Amendment Bill was introduced in the Rajya Sabha by MoS in the PMO V Narayanasamy shortly after 12 noon for consideration and passage.

However, MPs belonging to the Samajwadi Party and Bahujan Samaj Party almost came to blows inside the house.

The Bahujan Samaj Party has been a champion of the Bill, which has been accepted by most of the parties, barring the Samajwadi Party.

The house was adjourned till 2 pm amid growing ruckus as BJP members continued to shout slogans demanding resignation of the Prime Minister.

The BJP’s stand on the bill would be important. The party, which has brought parliamentary proceeding to a halt over the coalgate issue, has alleged that the Congress-led government has hastened the Bill’s passage to nullify its protest in Parliament.

As the Bill is a Constitutional Amendment Bill, both houses of the Parliament would have to pass it with 2/3rd majority. The BJP has not yet promised support, its stand can at best be termed as ambiguous.

The previous Uttar Pradesh government headed by Mayawati had provided reservation benefits for SCs, STs in promotions to higher posts in government jobs.

The Allahabad High Court has struck down the government decision.

The Supreme Court on April 28 has upheld the High Court order and termed the state government decision as unconstitutional and done without any sufficient data.

Subsequently, when the current Monsoon session of Parliament began on August 8, several parties vociferously demanded that a bill be brought to circumvent the SC decision.

In view of these demands, the government promised on August 9 that a Bill would be brought in Parliament.

Without upliftment of low-grading person, especially sc/st, how can equality will occor among us. Even though geting promotion, SC/ST are still low grading people, not to become general. There is not any lost among the G category. How can we have jeolousy of them. Therefore, the bill must be passed..

Reservation in India has become has become cancer which is uncurable and being injected by the Indian politics from caste to caste for thier vote benefit. This has lost its meaning to uplift the weaker class to a higher status by helping them in education and employment. Reservation in first employment is agreed but reservation in promotion creates jealicy and frustration in the general category employees. How they can tolerate a junior and low-grading person on being their senior which affects the working of the government. Hence all reservation be stopped and only poverty based reservation be adopted for the welfare of the country.

Res.MPs and MLAs, if you are really thinking about them then try to do something which effects directly to them. If you create reservation in jobs and there is no option of GOOD Education for them then what is the use of reservation for them. Those who are already well settled then again would be benefited through this reservation. Anyone from you ever visited them who really need them, if family has no shelter to stay, no three times meal to eat and only few cloth dresses to wear whole of the year. First take few steps on this and after that others.

Reservation is a poison for the society. it is not beneficial to the common SC/STs. only those SC/ST candidates are taking benefit of the reservation who are well to do. I am quoting an example here Sh. Joginder Pal was M.L.A. of our constituency. most of his family members are in government service. No members from his neighbourhood who belongs to poor Schedule Caste were able to get the government service. Now question arise here that is this fare. this is a country where vote bank is only goal for polititions..
