New Delhi: The Majlis-e-Ittehadul Muslimeen (MIM) chief on Tuesday said that the passing of Telangana Bill in the Lok Sabha will prove to be an unhealthy precedent for the Indian democracy.

Opposing the passage of the Bill, the Hyderabad MP said, “Telangana Bill passing unhealthy precedent for democracy.”

“MIM will challenge in Supreme Court the proposed powers for common governor of Telangana and residuary state of Andhra Pradesh for maintaining law and order in Hyderabad,” he added.
Owaisi said today in the national capital that this clause of Telangana bill is unconstitutional as law and order is a state subject.

He was talking to media persons after Lok Sabha passed the Bill for carving out separate Telangana state amid din.

Owaisi said if the bill was carried forward in the same form, 620 square kilometers area of Greater Hyderabad Municipal Corporation (GHMC) would be under the governor, making him a "super government".

"I want to ask Telangana leaders if they were fighting for this kind of Telangana, which will have no control over law and order in Hyderabad," said Owaisi.
The AP MP further said that the bill had several weaknesses and there was no clarity on common capital. The MIM had proposed amendments to the bill.

Owaisi added, “Distribution of assets and liabilities should not be on the basis of proportion of population but should be based on the projects accrued in a particular region.”

The Andhra Pradesh Reorganisation Bill was passed in Lok Sabha today by voice vote in the face of noisy protests by Andhra Pradesh MPs opposed to Telangana as well as a section of the opposition parties.

The passage of the Bill, moved by Union Home Minister Sushilkumar Shinde, took a total of 90 minutes.

The Bill was introduced in the house on February 13 amid unprecedented scenes marked by fisticuffs, a member using pepper spray and vandalism. A total of 16 MPs, including from the Congress, belonging to Seemandhra region were suspended till Feb 20.
