UPA govt wins Parliament approval for FDI in retail

New Delhi: After the Lok Sabha, the UPA government on Friday secured an easy victory in the Rajya Sabha as well on the issue of permitting FDI in multi-brand retail. And armed with the victory, the government declared that there was no stopping India's reform process.

The Opposition-backed motion against FDI in multi-brand retail could manage 102 votes while the government secured 123, of the total 212 MPs present in the House.

While the 15-member BSP openly sided with UPA with a positive vote, Samajwadi Party - which has nine members in the House - staged a walkout expressing dissatisfaction over Commerce Minister Anand Sharma's reply. In all, 19 members did not vote on the motion.

One member, cricketer Sachin Tendulkar, was away in Kolkata playing a match against England. Murli Deora (Congres), who is unwell, and rebel BJD leader Pyari Mohan Mahapatra were also absent.

The final tally came late at night after scrutiny of votes by Rajya Sabha Secretariat due to glitches in the automatic vote recording system. The earlier figure was 123 against the motion and 109 in its favour.

UPA has 94 members in the Upper House which has an effective strength of 244.

The vote capped a two-day animated debate during which the Opposition attacked the proposal to allow 51 per cent FDI in multi-brand retail while the government strongly justified it saying it was in the best interest of the country.

The defeat of the motion moved by AIADMK member V Maitreyan in the Rajya Sabha came two days after the Lok Sabha voted out a similar motion.

The government’s victory paves the way for foreign equity in multi-brand retail in the country, a move seen as a major step forward in Prime Minister Manmohan Singh's economic reforms process.

With this, global brands like Carrefour, Tesco and Wal-Mart can now set up stores in India.

As a disappointed Opposition claimed "moral victory" on the strength of the speeches made in the House over two days, Parliamentary Affairs Minister Kamal Nath said after the vote: "Our reforms are on track."

Addressing the House during the debate, Commerce and Industries Minister Anand Sharma hit back at the Opposition and said the government had been "talking to everyone, farmers, traders, consumers, states".

Sharma slammed the Opposition for saying the FDI did not have the support of most MPs even if the final vote went in favour of the treasury benches.

"We challenge them," he said. "If we are a minority government, let them bring a no-confidence motion (against us)."

The government also held inter-ministerial consultations on the issue, heard the recommendations and then took the decision, Sharma said.

After the Parliament defeat, Communist leader D Raja accused the UPA government of "brazenly" identifying itself "with multinationals and then claims it is with aam admi". "The sense of the house is against FDI."

The AIADMK gave a "solemn assurance" that the next central government would reverse the FDI decision.

AIADMK leader V Maitreyan said the final vote on the issue would be cast by the people in the next election.

"I give a solemn assurance that after the next Lok Sabha elections, the next government will reverse the decision of the UPA.

"FDI will only be on paper and will not be implemented in states," he added.

The government’s move to provide 51 percent foreign equity in multi-brand retail has long been a contentious issue, stalling almost the entire first two weeks of the Winter Session of Parliament.

This is not the win of FDI this is win of CBI only. every prudent person of India know that congress & its UPA allies has becomae a criminal nexus which is looting the resources of the India & the black money so generated by their politician, to make it white this money is brought back to India, no body in the Govt ask of its source. thus this black money which should be declared national money come in India & traitors will enjoy this not punished. Indian public seen the Drama of congress Govt in Parliament. they make the temple & ``Horse trading house``, they will not spared & punished very soon by indian public.

in Parliiament one has seen the polarization of interests. BJP once again lost, Just has it lost onnuclear bill. One thing is very clear NDA was looking to secure brownie on behalf of 1-1.25 cr trader at the cost of 20-25 cr farmers . That`s why it lost on nuclear bill and now on FDI because it is more interested in drawing room politices of who can speak louder rather than common person who votes

No doubt the FDI looses independence, however the ultimate beneficiary is expected to common man, as claimed by the Govt.circles. One can foresee, no doubt it generates employment of sales boys and girls, the majority of Indians are worried that we are sold out to Americans and other foreigners. It is the responsibility of the individuals who appear to have won the vote of confidence should dispel this impression as also it should prove and stand by commitment to its people at the same time it should that the Govt.of India is against the middlemen of Indians are led by BJP.

I am not surprised Mayavati the number one fraud in Indian politivs supporting UPA . But why Mulayam singh dig his own political tomb by supporting UPA. The common , poor men of U.P will not forgive him. In the next election BSP and SP will get only single digit seat and the vacum will be filled up by BJP. Infact these parties fecilitating the return of BJP in UP. MULAYAM and MAYAVATI, remember U.P. is a state where IndiraGandhi was defeated. It is a state where these poor votersunseated the congress. The Congress has succeeded in getting the F.D.I. in Brand retail Sector passed in both the houses of Parliament where as the small trader is in dilemma in regard to the future prospects of his business . The victory of this bill in both the houses of Parliament is an indication that now the Elections to the Parliament will be held on time .

A great effort by UPA against the hurdles of destructive (not constructive) opposition who try to oppose for sake of opposition good schemes and disrupting house. India is known for very poor management of food grains allowing food to rot while over 25 cr people go hungry every day( Read ARGUMENTATIVE INDIAN by AMARTYA SEN.) At least such wastage which is quite subsantial can be eliminated and supply chain improved. Our young population will get decent jobs.

I can only laugh at your comment. If grain is getting rotten then govt should invest on infrastructure, Build more cold storage facilities. Outsoucing is not a solution. What you call an improved supply chain> Stealing business of middlemen... You may argue that it will create jobs..what jobs salemen at 6K per month. Do you even have idea how many people will lost their job because of this> If it is good then why on Earth Mr Obama is promoting his countrymen to buy from small stores rather than wallmart etc etc, Our country model is not good enough like China to extract growth from Investment in Retail.
