UPA misled the country on NSG `waiver`: CPI(M)

New Delhi: The CPI(M) on Saturday accused Prime
Minister Manmohan Singh and UPA government of "misleading" the
people and Parliament, saying their assurance that India would
be able to access sensitive nuclear technology has been
"proved wrong" by the latest decision of the Nuclear Suppliers
Group.
"The Prime Minister and the UPA government have been
exposed for misleading Parliament and the people of the
country. ... As per the latest decision of the NSG, India
cannot access sensitive nuclear technology as it is not a
signatory to the Non Proliferation Treaty", the party
Politburo said in a statement here.



Observing that the government had claimed it had got a
"clean" waiver, it said the Prime Minister had told Parliament
"time and again that the Indo-US nuclear deal would involve
cooperation for the full nuclear fuel cycle".



"Now the UPA government seeks comfort from the American
assurance that the exemption given to India will, in no way,
be diluted. This is patently false.



"First of all, the United States did not commit to
provide sensitive nuclear technology to India. Moreover, it is
the US which took the initiative to get the new guidelines
adopted by the Nuclear Suppliers Group (NSG)", it said.
In the run up to the Indo-US civil nuclear deal, CPI(M)
said, the Left parties had maintained that contrary to
government claims, India would not be able to import
Enrichment and Reprocessing (ENR) equipment and technology as
the US had "clearly barred" such transfers to India.



Two days ago, NSG came out with new guidelines to
strengthen controls on ENR technology transfers. But a US
State Department spokesperson said "nothing about the new ENR
transfer restrictions agreed to by NSG members should be
construed as detracting from the unique impact and importance
of the US-India agreement or our commitment to full civil
nuclear cooperation".
