Cross border movement of insurgents serious: Kakati

There is lot of cross border movement. We have been
insisting on this (matter) since long. It is a tough job to
check the infiltration unless you have an effective fencing,
Kakati told reporters after assuming charge.

The border fencing erected earlier had become useless.
Now, it is being redesigned and once it is in proper shape,
the problem should decrease, he said.

Asked how serious was the cross border movement, Kakati
said, From my experience, I must say it is a serious
business.

The Garo Hills in Meghalaya and Assam border is quite
porous, particularly those areas in Mahendraganj, Dalu and
Mankachar. Assam Police has also been bringing the problem to
the notice of the BSF, Kakati, who had served as IG in BSFs
North Bengal Frontier besides the ADG (law and order) in Assam
Police said.

His comments came a day after BSF Special DG(East)
R.K.Medhekar claimed that there was no increase in movement of
insurgents and that there was nothing `particularly` serious
along the Bangla border in the eastern sector.

Kakati claimed that homogeneity of the border areas has
compounded the infiltration problem and in the checking of
insurgents` movement. The people are similar on either sides
(of the border). They have the same vocation, same social
behaviour, he said.

The problem, he said, would be highlighted in the
conference of DGPs of the northeastern states scheduled to be
held here from October 30.

Intelligence was, meanwhile, being shared by all
concerned agencies including the state police of Meghalaya and
Assam and based on the reports action was bring taken on them
regularly, Kakati a 1976 batch IPS officer of Assam-Meghalaya
cadre said.

On the ongoing agitation by Khasi Students Union
against the proposed uranium mining project, the new DGP said
No body will be allowed to take law into their own hands.

I cannot comment on the issue as such, but as far as
possible the security forces will try not to allow any one to
break the law, he said.

Fulfillment of demands and expectation of the people were
his top priority, Kakati added.
