Guwahati: Assam Chief Minister Tarun Gogoi today asked the anti-talk factions of the ULFA and the National Democratic Front of Bodoland (NDFB) to come forward for talks.

In an informal chat with reporters on the occasion of New Year, the chief minister said efforts would be made to bring the anti-talk factions to the negotiating table.

He announced that a committee would be set up to monitor the functioning of government departments and give detailed reports.

On the development front, Gogoi said a package of Rs 5000 crore would be spent by his government in the next five years to help the people to cope with the problems of erosion and floods.

On the ongoing man-elephant conflict, the chief minister announced that a high-level monitoring team would be set up very soon.

"We understand that the elephants have lost their habitat and strayed into human habitation and we should find out ways so that they get their food", Gogoi said.

The chief minister announced that a computerised photo and film archive will be very soon set up in the name of cultural icon Dr Bhupen Hazarika.

To help the ailing the cinema industry, the chief minister said several cinema halls would be set up in the next five years.

A special incentive upto Rs 25 lakh would be given to local youths for setting up small industrial units, he said.
