jointly monitor and check anti-social activities in Naga
areas.

In a joint appeal, the Forum for Naga Re-conciliation
(FNR) and the Joint Working Group (JWG) of two groups of NSCN
and NNC/FGN called upon all "Naga army commanders" in Naga
areas to uphold and abide by the principle of `Covenant of
Re-conciliation` in the spirit of inclusiveness and cease all
offensive activities.

They also urged all underground groups to restrain
from making any provocative statements in the media, which may
be detrimental to the ongoing Naga reconciliation process.

After a meeting held yesterday among the leaders of
the JSW and the FNR convener at Dimapur, this decision was
taken in view of various complaints of excesses committed by
the underground cadres at lower levels and unleashing of
provocative statements by their leaders in local newspapers
against each other, sources said.

Meanwhile, both police and business community admitted
that rampant extortion by both underground cadres and
anti-social elements went unabated in different parts of
Nagaland taking advantage of the cease-fire.
