Cuttack: The Orissa High Court on Thursday
admitted a PIL on the alleged casual approach by the state
government and the Centre in implementing the Right to
Information (RTI) Act in the state and issued notices to both
to file counters within two weeks.
Admitting the PIL, Chief Justice V Gopal Gowda and
Justice B N Mohapatra issued notices to the state government
and the Centre asking them to file the counters.
The state government however, maintained that the Act
was enacted by the Centre and there was no financial
assistance from the Union government for implementing certain
of its provisions.
The PIL was filed by a social activist of Kalahandi
district Sanjib Kumar Satapathy.
The PIL claimed that it was mandatory as per the Act
for every public authority to fulfill certain obligations
within 120 days from its enactment, but it has not been in
place in the state even after five years.
While many states like Kerala and Maharashtra have
adhered to the provision, the Orissa government has not taken
any step towards this, the petitioner alleged.
