Orissa incurred loss of Rs 1,164 crore in 2009-10: CAG

Bhubaneswar: Orissa has incurred losses of Rs 1,164.78 crore during 2009-10 due to under-assesment and other deficiencies, according to a CAG report placed in the state assembly.

The report, which was tabled in the house yesterday, said a loss of Rs 1,164.78 crore loss was detected by checking of 2,47,648 cases relating to commercial tax, motor vehicle tax, land revenue, stamp duty and registration fee, state excise, forest receipt among other departments.

It said the government suffered Rs 118.83 crore losses in 23,365 cases due to reasons like under assesment of tax, non/short levy tax, surcharge, interest, penalty, incorrect grant of exemption, incorrect computation of taxable turnover, application of incorrect rate of tax and other deficiencies of Rs 51.22 crore in 313 cases.

Another Rs 400.51 crore loss was incurred in land revenue due to non-collection, non/short levy, blocking of revenue in the shape of premium, ground rent, cess and interest of Rs 347.25 crore due to non-finalisation of 17 alienation cases in which there was unauthorised occupation of government land measuring 928.616 acres.

Record checks in the office of the deputy director of mines and mining officers revealed non/short levy of royalty/dead, rent/surface rent, non/short recovery of interest and other irregularities revealed loss of Rs 269.95 crore in 356 cases.

The steel and mines department accepted under-assessment and other deficiencies of Rs 35.81 crore in 335 cases and recovered Rs 75.95 lakh in 28 cases, CAG pointed out.
