Moscow: A new legally binding
document that would replace the Kyoto Protocol is unlikely to
be ready by the next UN conference on climate change in
Mexico, Russia's presidential envoy on climate-related
matters said.
"The time frame set in Copenhagen UN conference on climate
in 2009 will not let a new legally binding agreement to be
achieved by the meeting in Mexico," Alexander Bedritsky, said
following a meeting of Russia's Security Council Wednesday.
"Greenhouse emissions should be cut by 15-25 per cent
before 2020."
"The participation of all major players and the role of
Russia's forests in coping with greenhouse gas emissions"
should be the basis for a new global agreement, Bedritsky
said.
"Our forests' potential should be considered more closely
in relation to the Kyoto Protocol," he said.
Russia's minister of natural resources, Yuri Trutnev,
added "the Russian side insists the year 1990 must remain the
basic year to calculate emissions."
This topic was discussed at Wednesday's meeting of
Russia's Security Council, the minister said. Russia's
President Dmitry Medvedev initiated a set of measures to
implement the climate doctrine.
The UN's 16th Framework Convention on Climate Change will
be organised in Cancun Mexico this December.
Participants in the Copenhagen conference failed to
achieve an international legally binding agreement on
reduction of greenhouse gas emissions.
