'Rajapakse, Fonseka responsible for alleged Lankan war crimes'

`Rajapakse, Fonseka responsible for alleged Lankan war crimes` Washington: Sri Lankan President Mahinda Rajapakse and his former Army chief Sarath Fonseka were responsible for alleged war crimes and killing of Tamil civilians during the last phase of the 30-year-old civil war, according to a secret US cable made public by WikiLeaks.

Seven months after the LTTE rebels were decimated, US Ambassador to Sri Lanka Patricia A Butenis, in a secret communication to the US Government, said that the responsibility for the killing of innocent civilians rests with Rajapakse, his brothers and Fonseka.

The secret cable, written by Butenis on January 15, 2010, was released yesterday by the WikiLeaks, a whistle blower website.

The US, which has called the release of all such cable as illegal and an act of crime, has neither confirmed nor denied the authenticity of these cables, which number more than 250,000.

"There are no examples we know of a regime undertaking wholesale investigations of its own troops or senior officials for war crimes while that regime or government remained in power.”

"In Sri Lanka this is further complicated by the fact that responsibility for many of the alleged crimes rests with the country's senior civilian and military leadership, including President Rajapakse and his brothers and opposition candidate General Fonseka," the cable says.

The cable was written 11 days before the Presidential Elections in Sri Lanka in which Rajapakse was challenged by his former Army chief Gen Sarath Fonseka.

Rajapakse, his brothers, two of whom are part of the Government, and Fonseka are alleged to have committed war crimes during the last phase of the 30-year-old civil war. Many Human Rights organisations have demanded action against them.

The cable says President Rajapakse named a committee to make recommendations to him on the 'US incidents report' by April 2010 and candidate Fonseka has discussed privately the formation of some form of "truth and reconciliation" commission.

"Otherwise, accountability has not been a high-profile issue -- including for Tamils in Sri Lanka," it said.

While Tamils have told the US that they would like to see some form of accountability, they have been pragmatic in what they can expect and have focused instead on securing greater rights and freedoms, resolving the IDP question, and improving economic prospects in the war-ravaged and former LTTE-occupied areas, the cable said.

The cable said: "Indeed, while they wanted to keep the issue alive for possible future action, Tamil politicians with whom we spoke in Colombo, Jaffna, and elsewhere said now was not time and that pushing hard on the issue would make them vulnerable."

The cable notes that "one prominent Tamil" who has spoken publicly on the issue is Tamil National Alliance (TNA) MP, self-proclaimed presidential candidate and slain LTTE chief Velupillai Prabhakaran's relative MK Sivajilingam.

"Breaking from both the TNA mainstream and the pro-government Tamil groups, he launched his campaign because he believed neither the government nor the opposition was adequately addressing Tamil issues," the cable said.

"Sivajilingam has focused on creating a de-centralised federal structure in Sri Lanka with separate prime ministers for the Sinhalese and Tamils, but he also has spoken about accountability, demanding an international inquiry to get justice for the deaths and suffering of the Tamil people," the cable said.

There is a heavy effort going on in Rajapakshe Government to get into all efforts to comment and write in favour of Rajapakshe in the web through a huge group by paying them substantially. Hence all comments and writings in favour of Rajapakshe is not genuine.

Rajapakshe should be made to stand trial and punished for his war crimes.

we all talk about violations of human rights. there is no graver voilation of human right than sending a suicide bomber. it violates the human right of the bomber in the first place and then the innocent people who has noting to do with the issue.hundreds of sri lnkans were killed suicide attacks. world will open its eyes only when it happens else where but not in sri lanka. we will now look forward to mend all differences and shall go towards the targets.Rehabilitaion, Recontruction, and Reconciliation shll be given to top most priority.

Ambassador Butenis in this cable by exposing the dealing with the LTTE remnant in Sri Lanka, the tamil parliamentarian Sivajilingam, has exposed that the US stand against Sri Lanka is still to divide the country in ethnic lines. She has overlooked all other tamils working with the SL government towards peace and picked up this LTTE guy to talk to and decide on the status of the country. Why ??? She should be expelled from the country!

Saw some comments from some readers that Sri Lanka is a peacefully country now! My question is peaceful for whom? Does it mean the country is meant only for Sinhalese? If so yes it is peaceful but if you include Tamils too then, I better not tell it. Shame on Sri Lanka and it`s filthy genocidal leaders and people .

Wiki leaks are the best to happen just to unmask the bureaucrats who sell of the politicians of respective countries. The political leadership in the US is fresh, but the bureaucrats who feed them are same old same old. They mis-guide the elected officials with their dog and pony shows.
The American Ambassador who tries to portray a different personality in public is a vacuous cunning woman. She had never mentioned the atrocities committed by LTTE. All the bombings going on in other parts of Sri Lanka and in Colombo. The ability of movement by so called innocent civilians had not been a problem for this woman parasite and her predecessor. They have been coughing for the money offered by the LTTE, not that they were any sympathetic to Tamil people.
This woman who is talking about civilian killings in Sri Lanka how is she defending the American position in invading Iraq and killing over 600,000 civilians. The issues are still surfacing how extra judicial killings have been carried out by the Americans and the allies. She should at least given Sri Lankan government the know how to deal with the terrorists who were holding so many civilians as their shields. Some of Tamils in the human shield were there because they were only Tamils. They believed the tigers were their saviors.

Ambassador Butenis was personally responsible for 2 years of military rule in Bangladesh when rampant abuse of Human Rights were rationalised by her. She has personally done more damage to the US-Bangladesh relation in recent years and competes well with Henry Kissinger`s tilt against the liberation of Bangladesh. Envoys as Butenis projects the image of the ``Ugly American`` that Bangladeshis in general have long avoided to believe. Her comment on the President of Sri Lanka brings fresh light into various imaginary allegations that she had reported during her tenure in Bangladesh. Hopefully, the US State Department would seriously inquire into the motives of this not so innocent envoy and her shenanigans.

US/UK and all the other European countries talk about war crimes. They do not talk about their own war crimes commited in other countries. Forget about the inncocent people being killed when there is war. We are living in peace now. No bombs explode in Colombo or elsware of SL killing innocents. Help SL to develop her self.
