After 19 years, ex-Haryana DGP jailed for molesting minor Chandigarh: Former Haryana Director General of Police (DGP) SPS Rathore was Monday sentenced to six months in prison in a 1990 case of molesting 14-year-old budding tennis player Ruchika Girhotra who committed suicide three years later.

Rathore was allowed bail by the Central Bureau of Investigation (CBI) court special judge JS Sidhu immediately after his sentencing.

The former DGP can now appeal before a higher court against the CBI court order. Sources close to Rathore said that he would appeal against his sentencing.

"The sentence is very less even though we are happy that he (Rathore) has been found guilty and sentenced by the court," said retired Haryana government official Anand Prakash, whose daughter was the lone eyewitness to the August 12, 1990 molestation of Girhotra in Haryana's Panchkula town, 10 km from here.

Girhotra committed suicide three years after the incident in 1993 following continuous mental harassment of her and her family to pressurize them to withdraw the case against the Indian Police Service (IPS) officer.

Prakash said that the CBI court had failed to include the charge of abetment to suicide against Rathore, due to which he got a lesser term despite being held guilty.

Rathore was a Deputy Inspector General (DIG) of Police at that time and was charged of molesting the minor girl in his office, when president of the Haryana Lawn Tennis Association (HLTA) in Panchkula.

Despite the molestation case against him, which was later probed by the CBI and was closely monitored by the Punjab and Haryana High Court, Rathore not only managed to escape punishment for over 19 years but was promoted all along by successive governments in Haryana till he became DGP (Oct 1999-Dec 2000).

A case was registered after much delay against Rathore for the molestation after Anuradha, then a teenaged friend of Ruchika who had seen the victim being molested, filed a complaint with the police through her parents. Both were budding tennis players when the molestation incident happened

Anuradha, 32 and now married, specially flew to India from Australia this month to be here when the judgment against Rathore came.

"Had he (Rathore) been punished earlier, Ruchika would have been amongst us," Anand Prakash, who claimed that the Haryana police and other officials did everything to harass him, his daughter and family to withdraw the case against Rathore, said.

"Now that the court has held him guilty, we will approach the high court against those officials who played a part with him," he added.

Rathore was represented in his trial by his wife, Abha Rathore, and other lawyers.

Ruchika's family was harassed so much in their Panchkula home that they shifted to an undisclosed location in neighbouring Punjab after her death.

i believe dgp should be given death penalty,he not only insulted the well educated class of india but once again humiliated the all police officers..
if this was done by some common man, he would certainly have been punished severely by indian law then why not dgp ..
he used his power in the wrong way molested, tortured and exploited merely because he was top officer of police dept ..
i strongly oppose death penalty, you dont give life so you are no one to take it but in this case i m in the favour that dgp must be hanged till death .

there is no comparison in the case of sumedh singh saini in the present case.. there is a history of bravery and a fearless fight that saini fought again terrorism in Punjab.. while we slept comfortably at home it was officers like saini who stood up to the aftermath of the terrorism.. if you have to write against a man and taint his character before the courts of law declare justice.. dont forget to look at the credit that he deserves for his good work during the worst times our country faced... if u intend to be critical be fair in your views... just because a man has some circumstantial evidence against him which has not yet been proved in the court of law does not make him automatically guilty.. if you judge a character.. judge with it the greatness that is attached to the name.... if you intend to be fair in your dealing 1. do not nfluence the judiciary by producing a media hype for absolutely no reason without valid proof and 2. dont forget that terrorists would not have planted a blast against a man for absolutely no rhyme or reason unless he had a hand in eliminating them.. and lastly.. davinder pal singh bhullar (convicted for terror acts) is a living proof of what saini faced to protect this state.. so there is no comparison in the acts of Rathor and saini..

SUMEDH SINGH SAINI - CHANDIGARH
I would like to bring to everyone`s notice a similar case in Punjab Police...there is a mass murderer Panjab Police officer SUMEDH SINGH SAINI. He killed his relatives because of family rivalry. He is chargesheeted by CBI. Case has been pending in courts since 1993. He is promoted to DGP level .....DO something with this atrocity too....

To all the people who are commenting, do not try to being revolution on the internet, if you have some guts try to change something or just bear whats happening, all the indians talk very big on the internet sitting at home or in some western country. Sickening judicial system -19 years and 6 months -People like this should be hanged. Especially the punishment should be more severe for a police officer.

Still hats off to her best friend and her family for being so persevering - that was really heartening to know!

Article on Ex-Haryana DGP given 6 months for harassing minor-the sentence is a sheer mockery of human values. The suicide and the harassment of the family should attract a much stiffer sentence, say life imprisonment, if not death by hanging.

13 years old girl harrased and at 16 she committed suicide. 19 years to give judgement on 67 years old culprit,just to give 6 months jail and mere Rs.1000 fine.
What a judiciary system of India. And what a harraesment for 19 years for family of Ruchi. Is this a justice?

IT HAPPENS ONLY IN INDIA.... if this crime has been commited by some ordinary citizen, he would have been behind bars for life. Since Rathore is a retired civilian officer (very sickening...), he is just being sent to jail for just 6 month. God knows whether he will be really behind bars or will he enjoy the luxury of this sentence in a five star hotel room.....May your soul rest in peace RUCHIKA... and may god give your family divine strength to bear this insult
