Chandigarh: The Haryana Police is not
equipped with modern weapons and continues to depend on
outdated weapons, according to a Comptroller and Auditor
General report tabled in the state Assembly here today.
The report for the year ended March 31, 2009, said 78 per
cent of police personnel were not trained in the use of modern
weapons while the modernisation of weapons was inadequate as
expenditure on their procurement was only 2.23 per cent of the
total approved plan during 2004-09.
The CAG said it observed non-preparation of five-year
perspective plan, delay in approval of annual action plans and
diversion of funds among others.
Utilisation certificates for Rs 182.89 crore were
furnished to the Union government, though a sum of Rs 48.91
crore was lying unspent with implementing agencies, the CAG
said.
Against the sanctioned 53,708 posts, 41,683 police
personnel were in position leaving a gap of 12,025 posts while
the strength of women in the force was "negligible", according
to the report.
"The preparedness of police force to meet emerging
challenges of internal security leaves much to be desired,"
the report said while making a mention of absence of Bomb
Suppression Blankets used by the bomb detection/disposal
squads.
