Bhopal: Expressing concern over the condition
of the dalits and tribals, Lok Sabha Speaker Meira Kumar on Thursday
said that enacting law alone can not change things for them
and there is a need to change people's mindset on the issue.
"Uplifting of scheduled caste and tribes can not be
ensured by enacting laws. There is a need to change people's
mindset also," Kumar said inaugurating a workshop on
'Empowerment of Scheduled Castes and Tribes' here.
She said it was a matter of concern that a workshop was
being organised 60 years after independence on the issue of
how to empower scheduled caste and scheduled tribes.
The legislature and executive play an important part in
running the nation, Kumar said adding that the former enact
laws and schemes for the upliftment of dalits and tribals, and
the latter implements it.
But the Speaker pointed out that the ground realities of
the country can be experienced by visiting villages, towns and
districts and on the basis of experience gathered, schemes or
laws could be formulated for upliftment of dalits and tribals.
