Guwahati: Pandemonium broke out in the
Assam Assembly as the opposition stalled proceedings in the
wake of the North Cachar Hill Autonomous Council development
fund scandal, forcing the Governor to curtail his customary
address on the first day of the budget session Tuesday.
As Governor Janaki Ballav Patnaik began his address,
the entire opposition lead by Asom Gana Parishad (AGP) rose up
to protest the non-inclusion of the scandal in the speech.

Patowary waved placards alleging involvement of seven
ministers in the scandal as reported by 'The Week' and urged
the speaker Tanka Bahadur Rai to intervene in the "serious
matter".
As Rai's repeated pleas urging the MLAs to be seated
failed, he announced that the speech of the Governor was taken
as read in the House barely a couple of minutes after start of
proceedings.
The house was then adjourned for 30 minutes.
