Chennai: With just two days left for the
inauguration of the new Tamil Nadu Assembly complex, a PIL
petition was filed in the Madras High Court today seeking to
prevent the 'unfinished' premises from being occupied in its
present condition, claiming it would pose a risk to the lives
of visiting citizens and those working there.
In his petition, social worker K R Ramaswamy said his aim
was not to prevent the Rs 450 crore seven-storeyed building
from being put to use, but to ensure that all procedures and
statutory rules, as per the provisions of 'Multi-Storeyed
Buildings Act 1984, were followed.
The complex, coming up in the heart of the city, is set to
be inaugurated by Prime Minister Manmohan Singh and UPA
Chairperson Sonia Gandhi on March 13.
He sought a direction to the state Public Works
Department not to occupy the complex without first securing
the final completion certificate.
He also sought a direction to PWD and CMDA to furnish all
details about the completion certificate and any other
document, including any notice, if any, by the centre or the
Defence department to vacate the premises occupied by the
state assembly in Fort St. George complex, which also houses
the state secretariat now.
He contended that the new building had to be certified by
the statutory authorities before electricity, water and
drainage connections were provided.
