Ill-equipped JKSHRC seeks Centre's help

Jammu: Confronted by delays on account of shortage of manpower, logistics and non-cooperation, Jammu and Kashmir State Human Rights Commission has asked the state government not to brush aside its reports or take them lightly.

The annual report of the Commission for 2008-09 said its recommendations should not be ignored so as to degrade the panel and make it lose its efficacy.

The report, which was tabled in the Jammu and Kashmir Assembly yesterday, said the Commission faced difficulties in discharge of duties in view of shortage of manpower, non- implementation of its recommendations and lack of financial and logistic support.

The report said the panel was without a chairman for a long period.

The commission has just one member at present whereas as per the provision of the SHRC Act, there should be five more members in the panel besides a chairperson.

The Commission's investigative section is also headless since no Inspector General of Police has been posted, the report said, adding there are only three constables in place of sanctioned 15.

Besides, all five posts for head constables are lying vacant, the report said.

Despite such drawbacks, the commission disposed of 697 cases of Human Rights violations in 2008-09, it said.

The panel in its report has also demanded move offices in Jammu and Srinagar and transport for free movement to various districts and rural areas from where plenty of human rights violation complaints keep pouring in.
