According to the Verge, the app scans the user's camera roll for familiar faces and allows them to "sync" the pictures to the subject of the photo.

If the user's friend uses the app, they will see the photos added to their own synced collection. However, if they do not use the app, they will get a notification on Facebook Messenger that photos are waiting for them in Moments.

The app then builds a collection of photo albums featuring the user and their tagged friends that the user can scroll through, search and easily rename.
