"Ministry of Home Affairs has send a letter to the chief secretaries of all the states to follow certain guidelines in the wake of Supreme Court order," said R K Vishwakarma, Inspector General of Police (law and order).

He said that in the letter it has been stated that during violent agitations there was destruction of public and private property.
