SC directs CBI probe against ex-IAS officer

A bench of justices GS Singhvi and BS Chauhan said in a
judgement CBI can proceed with criminal prosecution if during
the preliminary inquiry any substance is made out against
Mathur who has since retired.
One of the main allegations against Mathur is that a
13-hectare City Park situated near Sectors 24, 33 and 35 in
NOIDA was destroyed and a new residential Sector 32 created in
violation of the Master Plan comprising 200 plots for
The allegations were levelled against him while he was
the CEO of the New Okhla Industrial Development Authority
(NOIDA) between 1993-94 after which he retired.
The NOIDA Entrepreneurs Association has approached the
apex court by way of a PIL seeking a probe against Mathur.
Former state chief secretary Neera Yadav had also filed
an affidavit supporting the plea. She also contended it would
amount to "hostile discrimination" if no probe was ordered as
