Dehra Dun: Uttarakhand Chief Minister Vijay Bahuguna on Friday said his government is committed to development even as the state treasury is empty and the non-plan expenditure has risen to Rs 14,000 crore.

"The state government would not leave any stone unturned for the development of the state though the treasury is empty and non-plan expenditure has risen to Rs 14,000 crore," he said, addressing a public meeting at Ramnagar in Nainital district.

He said the Centre's help would be taken for the development of the state and the implementation of all the developmental projects initiated by the Centre would be ensured.

He said several union ministers are also expected to come to Uttarakhand after Jun 10. "The state government will prepare proposals for the development works and send them to the Centre for its approval for getting funds," he said.

Bahuguna said his government has decided to pay special allowance to employees posted in border areas and has also constituted a committee to simplify the process of obtaining caste certificates.

He said the state government is also working towards the welfare of Van Gujjars. Describing Gairsen as an identity of statehood movement, Bahuguna said Cabinet meeting would be held there this year and an assembly session next year.

Lt Gen Dr Mohan Bhandari - Nainital
With all good intentions that Bahuguna may have,he cannot go beyond the economic confines. At best, this is merely a political statement to appease the people.14,000 Crores Non Plan Expenditure ( calculated approximately at present-which shall be much more !), makes any viable progress an utopian thought. The State is in grave political crisis. To add to it`s woes, there is no money in the coffers. The State is reeling through unprecedented water & power shortage. The entire jungle belt is under fire with temperatures soaring high.Good that he is ,at least, attracting the attention of Hilly People by talking of Gairsain time & again. It could well be a ruse for winning Sitargunj seat !Challenges are manifold & if Bahuguna & his Cabinet has to survive, they will have to exhibit leadership qualities with a vision & perspective ,set personal examples, cut costs especially of the Vidhayaks.Talks should be constructive, to the point & meaningful !
