U'khand govt defers formation of new districts

Dehra Dun: The Uttarakhand government has delayed the formation of four new districts in the poll-bound hill state and appointed a committee headed by chief secretary to study the matter further.

"The report on the formation of four new districts would be submitted to the government shortly," Chief Secretary Subhash Kumar told reporters after a cabinet meeting presided over by Chief Minister BC Khanduri here yesterday.

Former chief minister Ramesh Pokhriyal Nishank in his Independence Day speech had announced the formation of four new districts of Ranikhet, Didihaat, Kotdwar and Yamunotri.

In another development, the government has decided to regularise nearly 24,000 contractual employees provided they have completed 10 years of service in their respective departments.

Amazing that the Chief Secretary of Uttarakhand has now been entrusted with the task of heading a committee to look into the formation of four new districts.Is it not a joke & mockery of the dismal governance in the state ?The present Chief Secretary took over on 13 Sep 2010.Earlier he was FRDC & Principal Secretary to CM.Even earlier, he has served for many years at Dehradun -even controlling Garhwal Region by a remote control being its Commissioner from Dehradun itself !.All files pertaining to the formation of the new districts must have passed through his hands.Hopefully, he & his junior Babus would have done their home work.Then what is the big point of setting up a committee at this belated stage?Why is the present CM intentionally delaying the whole process?Is it to tell the previous CM that he was incompetent ?Well, whatever be the reason, with crisis of leadership & dismal governance, the tiny hill state of Uttarakhand is doomed to suffer!
