Patna: Bihar Chief Minister Nitish Kumar on Wednesday said the Congress-led UPA government should have sought to amend the constitution to make provision for 4.5 per cent sub-quota for minorities in reservation of 27 per cent seats for the OBCs in the educational institutions and government jobs.

The UPA government adopted "wrong means" to provide for 4.5 per cent sub-quota for the minorities in 27 per cent OBC reservation in educational institutions and government jobs, he told reporters.

Kumar was replying to a question eliciting his views on the Supreme Court's refusal to stay the Andhra Pradesh high court order quashing the 4.5 per cent sub-quota for the minorities in the reservation of 27 per cent seats for the OBCs in educational institutions and government jobs.

The UPA government should have brought a constitution amendment bill to provide for 4.5 per cent sub-quota for the minorities in the 27 per cent OBC reservation, Kumar said and described as "flawed" the former 's decision to provide for reservation on religious ground.
