Germany urges withdrawal from Afghanistan by 2014

Germany urged int`l conference on Afghan to hand over responsibility for country`s security.

Berlin: Germany`s Foreign Minister says
Tuesday`s international conference on Afghanistan should agree
to hand over responsibility for the country`s security to the
local authorities within four years.

Guido Westerwelle told journalists on Monday that the
conference, being held in Kabul, must press for a political
solution to a conflict that can`t be resolved solely by
military means.

He said "our aim is come up with a perspective for a
withdrawal," with a key element being to hand over the
responsibility for the security to the Afghan authorities by

The minister added it would be "a good and meaningful
progress" if this aim could be included in the conference`s
closing document.

Westerwelle spoke before flying to Afghanistan to attend
the conference.
