Baghdad: Having declared a Caliphate across captured swathes of Iraq and Syria, and emboldened by the vincible resistance by the Iraq Army, the Islamic State of Iraq and Syria has called on Muslims to be dutiful and immigrate to the Islamic State.

In a new audio message of 19 minutes, titled "A Message to the Mujahideen and the Muslim Ummah in the Month of Ramadan," the ISIS leader Abu Bakr al-Baghdadi, also appointed as the Caliph of the Islamic State, says that all the Muslims of Iraq and Syria must `rush` to the Caliphate because “hijrah to the land of Islam is obligatory", the BBC reported.

He also made a "special call" for the elite Muslims like judges, doctors, engineers and people with military and administrative expertise, to join the Islamic State, the report added.

Baghdadi egged on the fighters to intensify attacks during the holy month of Ramadan, which started this Sunday.

"Rush O Muslims to your state. Yes, it is your state. Rush, because Syria is not for the Syrians, and Iraq is not for the Iraqis," al-Baghdadi is heard as saying in the new audio message according to the BBC.

"This is my advice to you. If you hold to it you will conquer Rome and own the world, if Allah wills."

"O Muslims everywhere, whoever is capable of performing hijrah (emigration) to the Islamic State, then let him do so, because hijrah to the land of Islam is obligatory," he added.

al-Baghdadi, unlike al Qaeda chiefs, does not appear in the video messages and apparently keeps a low profile.

He urged the militants to fight for jihad saying, “there is no deed in this virtuous month or in any other month better than jihad in the path of Allah”.

Baghdadi has also enlisted a number of countries, including Central African Republic and Myanmar, where he said, he will take revenge as the Muslims there were being mistreated.

"Terrify the enemies of Allah and seek death in the places where you expect to find it," he said. "Your brothers, on every piece of this earth, are waiting for you to rescue them."

"By Allah, we will take revenge! Even if it takes a while, we will take revenge," he said.

In an earlier recording that came on the first day of Muslim Holy month of Ramadan, the ISIS declared the establishment of an `Islamic State` in the territories that they have captured across Iraq and Syria and appointed their chief Abu Bakr al-Baghdadi as the Caliph or the head of the state.

The ISIS launched a lightning offensive on Iraq in June, taking over the city of Mosul overnight and advancing rapidly to capture wider swathes

The Iraq Army meanwhile has just started to present a robust show against the suni fighters but has not been able to retake the city of Tikrit, the hometown of Saddam Hussein.

Also, in what signifies the increased power of the ISIS, their fighters were seen parading, armed with weapons as sophisticated as a Scud missile across Syria`s Raqqa.

Meanwhile on Tuesday, the ISIS claimed to have taken the Syrian city of Boukamal, on the border with Iraq.

More than 2000 people have been killed in violence in June, according to the United Nations.
