N Korea has proposed dialogue with South Korea to defuse high tension on the Korean peninsula.

with South Korea to defuse high tension on the Korean
peninsula.

North Korea`s government, political parties and other
organisations issued a statement today calling for an
"unconditional and early opening of talks."

Both Seoul and Pyongyang have given recent indications
that peace talks are possible, even after weeks of warlike
rhetoric and military drills by both countries.

A US envoy said today that Washington and Seoul are
working on ways to deal with the North after it attacked a
front-line island in November.
