Ramallah: Any
new ban on settlement construction must be "comprehensive," a
spokesman for Palestinian President Mahmud Abbas said today,
indicating it must include east Jerusalem.

"The Palestinians are committed to the decision of the
Arab monitoring committee for a comprehensive freeze for the
resumption of negotiations," Nabil Abu Rudeina told a news agency.
Last month, Arab League foreign ministers issued a
statement calling "for a total cessation of settlement
(activity) to allow the resumption of direct negotiations."

Israel is currently studying a US proposal for a new
90-day moratorium on settlement building in the occupied West
Bank that would exclude construction in occupied and annexed
east Jerusalem, which the Palestinians want for future state.
