Transfer policy of KV teachers revised
New Delhi: Revising the transfer guidelines
of Kendriya Vidyalaya (KV) teachers, the Government today
approved certain amendments like giving fair chance to every
employee to get a choice posting and placement in "hard
stations" both for men and women teachers.
At the same time, it also cleared the way for KVs to
conduct skill development courses in campuses everyday by
making optimum utilisation of the infrastructure and
introducing foreign language programme starting with German.
The decisions was taken at the 89th meeting of the board
of governors of KV sangathan chaired by HRD Minister Kapil
Sources said the guiding principles of the transfer
policy would give every teacher a "fair chance of getting a
choice posting but in a transparent manner".
The policy will seek to balance employee aspirations and
organisational needs and carry out the exercise in a
reasonable time frame to reduce modification requests.
The transfer policy will be based on a clear cut point
system available in the internet and choices of the persons
being displaced will be considered.
There would be no blanket exemptions to anybody under the
revised policy and posting will to done in "hard stations"
both for women and men. The age for such postings will be 40
However, the minimum three years' tenure at the place of
first posting will be uniformly applied, sources said.
Taking in account the recommendations of the academic
advisory committee of KV, the meeting also decided to include
in-service training course for teachers and introduce
regional incentive award.
The meeting also decided that for seeking exemption from
tuition fees, a BPL certificate would suffice.
Approval was also given for a consultant for developing
the KVs' own web portal.
Permitting the KVs to conduct skill development courses,
the meeting decided that classes could be held between 3 pm to
8 pm. The Minister directed the KVs to prepare a detailed
policy in this regard, especially with regard to preference to
be given to school children for the courses and with regard to
the skills that may be permitted.
