FIR against Paralympic Committee of India treasurer

New Delhi: The Karnataka police have registered an FIR against the Paralympic Committee of India treasurer Gursharan Singh for allegedly forging signatures and fabricating documents, the PCI said on Tuesday.

Gursharan allegedly wanted to run a parallel body to run paralympic sports in the country and applied for registration to the Registrar of Societies office at Bangalore, leading to the PCI lodging a complaint with the state police. "We have lodged a complaint at Bangalore against Gursharan and an FIR has been registered against him. He wants to run a parallel body," PCI President Sultan Ahmed said. Gursharan and another official, Bishnu Charan Sahoo of Orissa Paralympic Association, allegedly forged the signatures of three office bearers of PCI -- Joint Secretary Narayanan, Executive members J P Singh and J Chandrashekar -- in the documents submitted to the Registrar. "Gursharan Singh and Bishnu Charan Sahoo submitted to Registrar of Societies office at Bangalore on 06.05.2013 (Registration No 280/ 94-95) regarding the AGM report of unauthorised meeting (self created minutes of meeting) held in New Delhi on 29th March 2013 with forged signatures of three of the office bearers of PCI namely Shri Narayanan, Joint Secretary, Shri J P Singh & Shri J Chandrashekar," a release from Uttar Pradesh Paralympic Committee of which J P Singh is the president, said. "A letter signed by Mr Bishnu Charan Sahoo containing 26 pages were submitted to the Sub registrar office for renewal of bylaws of PCI in which the signatures of three of office bearers signatures were found to be forged. "Karnataka Police have also ceased the `original fabricated documents` and FIR has been lodged for fabricated documents submitted with forged signatures," the release said. Gursharan did not take calls despite repeated attempts. According to the release, the Executive Council of the PCI in its meeting on April 24 in Bangalore had suspended Gursharan for misappropriation of funds and for not submitting the account of PCI pending an inquiry. Gursharan had allegedly called for a General Body Meeting of the PCI on May 26 at Suraj Kund near Faridabad, but Sultan Ahmed said that he has no authority to call the GBM as it can only be done by the General Secretary or the President. "Gursharan is no authority to call a GBM, he is the treasurer and not General Secretary or President. It`s illegal," Ahmed said. He said the official GBM will be held on May 26 to discuss the issue of the Sports Ministry asking the PCI Secretary Rathan Singh to step down as he has crossed 70 years of age and hence not eligible to continue in his post under the Sports Code. "We are having the GBM on May 26 and we will take a decision in regard to Sports Ministry directive to remove Rathan Singh from General Secretary`s post. But he (Rathan) is still the PCI General Secretary," he said. PTI
