Despite dismal performance by several states in modernising their police force, Centre is considering releasing grants for the purpose for the coming financial year but could review its decision if the states faile

This assumes significance in the wake of last month's terrorist attack at the American center in Kolkata after which the Centre maintained that funds released by it for police modernisation had not been properly utilised by the West Bengal government.

Home ministry officials said on Friday that among the states which had failed to deliver were West Bengal, Rajasthan, Uttar Pradesh, Bihar, Assam and Kerala.

Tamil Nadu, Andhra Pradesh, Punjab, Chhatisgarh and Haryana had performed well, they said. As the Centre was according top priority to security, it was considering continuing giving grants to the states to have
better weapons, communication equipment, training, police station buildings and vehicles as part of overall improvement, they said.

But the Centre proposed to review utilisation of the funds, the sources said, adding if proper results were not seen, it might reconsider the move. Meanwhile, home secretary Kamal Pande has written to the state governments to gear up modernisation of police given the activities of Pakistan-sponsored terrorists operating in the country.
