In a large bowl, combine the whole wheat flour, semolina, carom seeds, cumin seeds, and salt. Mix well.
Pour in 1/4 cup of oil and mix until the mixture resembles breadcrumbs.
Gradually add water, kneading to form a smooth and firm dough. Cover the dough with a damp cloth and let it rest for about 20-30 minutes.
Divide the dough into small balls. Roll each ball into a thin circle, about 6-7 inches in diameter.
Cut the rolled dough into strips or desired shapes using a knife or pizza cutter. You can also create decorative patterns by making small cuts.
In a deep pan, heat oil for frying. Make sure it’s hot enough by dropping a small piece of dough; it should sizzle and rise immediately.
Fry the puris in batches, turning them until they are golden brown and crisp. Remove and drain on paper towels.
