Add water or buttermilk to form a thick, pancake-like batter for the paniyaram.
Grease the paniyaram pan with a little oil and heat it over medium flame.
Pour spoonfuls of the batter into the hot pan, covering each mold.
Cook on both sides until golden brown and crispy, then serve hot with chutney.
