New Delhi, Apr 12: The 3-year long battle between basic and cellular telecom operators could end only with a universal licensing regime which is also a part of the proposed Convergence Bill. Since the proposed structure of "single license" regime could take time, government has appointed two financial experts to work out a transition roadmap on the principles of compensation to the grieved party and taxing the other, official sources said here.
The financial experts would also look into the financial health of various telecom companies at present vis-a-vis few years after, besides the possible merger and acquisition moves in the industry and their likely impact in financial institutions.
These are necessary inputs for government to take a view on the matter, the officials added.

The officials, however, clarified that the matter was being discussed in the telecom tribunal and no pro-active solution could be pushed at the moment.
Meanwhile, government is likely to move the Supreme Court next week against Telecom Dispute Settlement and Appellate Tribunal's (TDSAT) order directing government to disclose certain documents and internal notings on WLL case before the tribunal as well as the grieved party, which is the Cellular Operators Association of India (COAI) in this case.
