Bhubaneswar, June 03: The Orissa Assembly today adopted a resolution authorising the state government to initiate action to comply with the direction of the Supreme Court regarding implementation of revised pay scales for sub-ordinate judicial officers as recommended by the Shetty Commission.
The brief one-day session of the house, convened for the
purpose yesterday, took up the matter and passed the
resolution moved by the revenue and law minister, Biswabhushan
Harichandan without any discussion.
The Speaker, Sarat Kumar Kar, had adjourned the proceedings till this morning after the obituary references were made yesterday.
The house witnessed uproarious scenes as the opposition Congress members, while supporting the resolution, demanded extension of the session saying there were several important issues which needed to be discussed immediately.
As the ruling BJD-BJP members opposed the opposition demand, the Congress members rushed into the well of the house shouting slogans. Some of them even tried to storm the Speaker's podium leading to scuffles with securitymen.
Moving the resolution, Harichandan said the assembly had passed a resolution on October 10, 2002 expressing the inability of the state government to implement the Shetty Commission recommendations and the decision of the apex court.
But subsequent to the resolution, the Supreme Court passed an order on November 25, 2002 saying it saw no justification in not implementing the direction for adopting the higher pay-scale for officers of sub-ordinate judiciary.
