Jammu, Feb 20: Chief Minister Mufti Mohammad Sayeed has ordered a magisterial probe into killing of five civilians in Bandipora encounter on February 06. He made this announcement in the legislative assembly last evening while replying to the debate on the motion of thanks to the governor for his address to the joint session of the legislature. In this incident, six militants, three army men and five civilians were killed. The civilians were being used as porters by the army. Sayeed said that he had taken up this condemnable incident with the army chief Gen N C Vij who assured him of action after the probe. He said that the army chief also issued instructions to the force not to use civilians as porters in operations henceforth. Stressing the need for transparency in actions against the guilty members of the force, the chief minister said that he too wanted to know the truth and hence magisterial enquiry would conducted into the incident. The Chief Minister, however, commended the army for its assistance to the people. He said that when he had visited Balakote to launch the Rs 7 crore rehabilitation project, the people there were highly appreciative of army`s role. It has done many good works even in the valley and the people there are too beneficiaries of civic action programme of the army. “But even one bad fish spoils the pond,” he observed while referring to such incidents. Reiterating his commitment to protect human rights, the Chief Minister said that he had made it absolutely clear to the security forces that while fighting militancy, no human rights violations should take place. Referring to the allegations made by the opposition on human rights issues, Sayeed asserted that nobody could be as concerned about these as he himself and his government. He reminded the NC members that Farooq Abdullah was the first chief minister in the country to implement Pota in the state immediately after promulgation of the ordinance. ``But when we took over the administration we refused to invoke the provisions of Pota,`` he added.
