The Japanese government has already said it would extend 1.5 billion dollars in grants for 2004.
The fresh commitment of up to 3.5 billion dollars, mostly in low-interest official loans, will also be announced at an international conference under way in Madrid on donations to Iraq, the ministry said in a statement.
