New Delhi, Apr 21: The Delhi High Court today dismissed a PIL seeking registration of firs against VHP leaders including Praveen Togadia for allegedly having made inflammatory speeches targeting Muslims at the Dharam Sansad rally here in February last. A bench comprising Justice Usha Mehra and Justice H R Malhotra dismissed the petition saying, "We cannot entertain petitions based on newspaper reports". Petitioner Kamran Siddique had requested the court to direct Delhi Police to initiate criminal proceedings against the VHP leaders for having delivered inflammatory speeches during Dharam Sansad held here during February 22-24 to chalk out strategy on ram temple construction.
Earlier, the high court had asked the petitioner to specifically mention the portion of the alleged speech which was inflammatory and adduce some evidence in support thereof.

Siddique today filed an affidavit in support of his petition but the court was not satisfied as it had nothing to support his contention except a few newspaper clippings.

Siddiqui alleged that VHP International General Secretary Togadia delivered inflammatory speeches at Ram Lila Maidan on February 22-23 and Delhi Police did not act upon the complaint lodged by him in this regard.
The petitioner had earlier filed a similar petition against Togadia for withdrawal of his "Z-Plus" security which was dismissed by the court. Bureau Report
