The Lok Sabha Wednesday passed a Bill which, if approved by the Rajya Sabha, will amend the Constitution for the fifth time just to remove restrictions imposed on reservations by the Mandal judgment of the Supreme Court in 1992. The 92nd Constitutional Amendment Bill piloted by Personnel Minister Vasundhara Raje is meant to protect the seniority on promotion of SC/ST government employees. The Mandal verdict had asked for reservations in promotions to be phased out by 1997. Incidentally, a Constitutional amendment was made in 1995 to get around this, today’s amendment seeks to further modify it.
