Washington, Oct 07: Faced with an unanticipated guerrilla war in Iraq, US President George W Bush has formed a new group under National Security Advisor Condoleeza Rice to oversee the rebuilding effort in that country. A similar group under rice on the Middle East has so far been a failure.

The purpose of the new Iraq stabilization group is to "crack the whip, frankly," said a senior administration official who said there is now a sense of urgency amid persistent trouble in Iraq and olls showing declining confidence in Bush.

The new group that is supposed to "crack the whip" is drawn from more than a half dozen cabinet agencies.
Meanwhile, as Congress debates the administration's request for $20 billion for reconstruction, lawmakers are calling for a more effective and transparent White House effort to restore normalcy.
