Chandigarh, Oct 17: Punjab cabinet today decide to devolute powers to the Panchayati Raj Institutions (PRIs). Functions, funds and functionaries pertaining to the six departments of social security, development of women and children, welfare of SCs/BCs, public health, rural development, health and family welfare and education were being transferred to the PRIs, an official spokesman said.

The devolution of power was in keeping with the spirit of 73rd and 74th amendment of the Constitution, an official spokesman said. It also fulfils the promise Congress made in its manifesto during assembly elections in the state.

The power of the gram panchayats has been enhanced for execution of development works. Similarly, panchayat samitis would also be competent to grant administrative approval upto Rs 20 lakhs for the execution of development works and zila prishads have been given unlimited powers.

He said panchayat samitis would be competent to withdraw the works of panchayat secretary and junior engineer if they fail to perform their duties. To strength the PRIs the annual confidential reports would now be initiated by the sarpanch, chairperson of panchayat samiti/zila prishads, he added.

Similarly the PRIs have been empowered to supervise and monitor the various health care schemes being undertaken by the health and family welfare department, he said adding that in the education department recruitment of teachers for elementary level would take place at the level of zila parishad.
