United Nations, July 23: The UN Security Council warmly welcomed the three-member delegation of the US-backed Iraqi governing council but stopped short of declaring it a legal successor to the Saddam Hussein regime which would have allowed it to occupy the country seat in the United Nations. Secretary-General Kofi Annan and his special representative Sergio Vieiralo set the tone for the debate in the Security Council on Iraq yesterday when they described the formation of the Council as an important step towards full restoration of the Iraqi authority.
Annan and Vieira de Mello as also Security Council members who followed them called for an early end to the military occupation and formation of an elected government but no one suggested any timeframe.
The governing council delegation too expressed similar sentiments. The Council, they said, plans to constitute a commission to draw up the constitution and asserted that it would be an independent body and even the council would have no control over it. Outside the chamber, head of the exiled Iraqi National Congress Ahmad Chalabi, also a member of the delegation, told reporters that the constitution would have to be tolerant of all religion but would reflect the Muslim culture and the "role of Islam."
Meanwhile, two women protesters in the visitors gallery shouted slogans against the American backed Iraqi governing council and were escorted out by the security.
