Modi said that it is possible because the people of the state are resourceful. He said Bihar stands for “Brilliant, Innovative, Hard Working, Action Oriented and Resourceful”.

Pointing at the sorry state of affairs in the state, Modi asked “Lalu ji and Nitish ji have ruled Bihar for 25 long years, but what they have given to the people.”

He said that he was saddened of the fact that a large section of the people in Bihar still don't know how to sign.

“Some women from Karpuri village sent me a memorandum. Nobody is ready to listen to these people in Bihar Govt, they had to come to PM,” he said.

Modi said that the large gathering at his rally in Madhubani is a testimony of people's support for BJP.

“I need your support to fullfill your dreams. Therefore vote for BJP and we will make this happen," he added.

“The atmosphere in Bihar indicates people want change. People are seeing NDA as a ray of hope,” he said, urging people not to allow jungle raj (lawlessness) in the state by discarding the coalition of JD(U) and RJD.

Attacking Chief Minister Nitish Kumar and Rashtriya Janata Dal chief Lalu Prasad, Modi said: “'Jungle raj' now got a twin brother in 'Jantar Mantar', don't allow them to come together, otherwise they will spell doom in the state."

He said that the 4th phase of Bihar elections will break all records as there is high turnout of voters.

On Sunday, 27.77% polling recorded till 11 am for the 4th phase and the voter turnout recorded till 10 am was 18.97%.

The caste factor is expected to play a crucial role to seal the fate of political parties.
