Why is Paris attacks used as vote bank politics in India?

Uttar Pradesh minister Azam Khan has sparked another controversy by saying that “superpowers” should think whether the Paris terror attack was a “reaction” to the “killing of innocents” in Arab countries. The remarks have drawn flak from BJP which demanded action against Khan.
